Within the framework of 2017 St. Petersburg International Economic Forum (SPIEF 2017) Rostec State Corporation has presented a stand “Rostec in the Forefront of the Digital Economy”. Within the framework of the art stand the key ecosystem projects of the State Corporation, which are meant to become the key factor of development of the Corporation’s civilian sector and growth in revenue in the coming years, are presented: Smart City, Electronic Health Care and Automated management systems.
Within the framework of SPIEF 2017 Rostec State Corporation has presented the key topical theme of industrial development in Russia: transition to the digital economy. Within the framework of the Corporation’s strategy the main focus is on the smart production market: electronics, IT, automatization, management systems, robotics, new materials. Due to its increasing presence in these markets and the creation of new technological solutions, Rostec is planning to show annual increase in revenue of up to 17% by 2025.
“The Rostec has already reached good positions in traditional markets such as aviation and armaments. A few days ago a MC-21 jet, whose components are made by the State Corporation, took off. Russia has been holding a sure second place in the world in the export armaments. But further growth and entering the global worldwide competition require that we should develop in new fast-growing markets, transitioning “from the hardware to the intellect”. Such markets are electronics and IT: from 2016 to 2020 a twofold increase in internet-connected devices is expected: from 10 billion to 20 billion. The implementation of complex projects on digitizing the Russian economy will become one of the corporation’s key growth and development stages,” Director for Special Commissions of the Rostec State Corporation Vasiliy Brovko pointed out.
One of the key stages of the transition to the digital economy will be the implementation of the project Smart City. Technologies of the Smart City are the most dynamically developing area of applying digital solutions. The global market of such technologies shows a growth by 19.6% per year. For example, the implementation of the Smart City in Barcelona allowed to create 56 thousand jobs, 1.5 thousand new companies, 3.6 billion euro of additional GRP (gross regional product) per year.
Rostec possesses a whole set of solutions within the framework of the creation and implementation of this project, which has a high potential for export, let alone mass implementation in Russia. These are such elements as the Light City (the installation of LED lighting with intelligent control); the Intelligent Transport System (the implementation of photo and video systems of detecting violations, weight and dimensional control with an IT system control center); Safe City (video monitoring and alert systems, an integrated emergency response center); Ecomonitoring (the installation of detectors and sensors, as well as means of data transmission, forming and arranging the work of an unmanned aerial vehicles (UAV) fleet and copters); Tourism Development (the implementation of the IT system aggregating the information on the sights of the region, the development and practical implementation of a single tourist smart map with a transport application).
The project Electronic Health Care in 2017 will cover 40% of Russian state medical facilities, and by 2025 this indicator will reach 95% and the service will become practically universal. Its main result is expected to be the improvement of the quality and access to medical help. National Center of Informatization, which is a part of Rostec, is working on the complex distributed system, funded by the Ministry of Health, which will allow the effective information support to the citizens as well as health care arrangement. The core of the project is the Single State Information System in Health Care (SSISHC).
Within the framework of the project Electronic Health Care the key components of the SSISHC – the system of filling the integrated electronic medical card, nosological registers, electronic reception, the medicines funding monitoring system – are supposed to be developed. One of the main elements of the Integrated Health Care System is the integrated electronic medical card that will enable the patients to seek medical attention in any medical organization in any region of the country having the medical history at hand online. By now these digital medical cards are registered for more than 50 million Russian citizens already. In 2018 electronic medical cards will be registered for all the citizens insured by CMI.
According to the plans of the Ministry of Health Care Rostec is also working on the creation of the patient’s private office My Health on the Integrated Portal of State Municipal Services: here the citizens can make an appointment to see or call the doctor, get the results of the analyses and other medical records, assess the quality of the work of medical organization. The number of citizens using the private office is planned to amount 7 million people in 2017, 25 million people in 2020 and 48 million people in 2025.
The project Automated Management Systems, created and implemented as a separate independent ecosystem, allows to gather as a single structure not only misaligned computer nets but also industrial facilities, each of which is integrated into the Net with special sensors or other technologies.
Such ecosystem allows to quickly get and process large volumes of data as well as conduct distant control. The implementation of the project will allow to reduce in half the terms of the development of complex articles due to the optimal design, consideration of potential problems and selecting the suppliers of components, reduce the expenses on the creation of complex products due to the optimal planning of resources and further support – up to 40%, provide the increase in the efficiency of using the existing resources – up to 98%. The implementation of the PLM system will allow to reduce the cost price of the production at least by 10%, reduce the time for designing by up to 30%, reduce the nomenclature and unify the components and materials by 15-20%.
